Chief Executive Officer
Joseph M. Delgado
Joseph M. Delgado is the Chief Executive Officer of Self-Initiated Living Options, Inc. (SILO) He is responsible for the overall administration, financial viability and effectiveness of services provided by SILO for those with disabilities, and their families in the Long Island region. He is committed to the development of the organization’s management team and all SILO employees to assure that the organization provides high quality and responsive services to its participants, their families and caregivers. Throughout his career, Joe has been committed to the strategic design and implementation of effective programs to help those who are most vulnerable. He started out in 1979 as a Social Studies teacher for the Rochester School District. In 1990, Joe moved to Long Island to take an administrative position with Eastern Suffolk BOCES. He ended his 33 years’ education career with ESBOCES as a Program Administrator in 2012. In 2013 he was selected by the New York State Department of Education Commissioner for Education to serve a four-year term as a Board Member of the Little Flower Union Free School District. Joe was reappointed in 2017 for another term and currently serves as President of the Board. In 2018 he was appointed by the Board of Regents to serve on the New York State Rehabilitation Council (SRC). He currently serves as the President of the SRC. In 2021 he was appointed to the State- wide Advisory Council on Post-Secondary Education for Students with Disabilities.

Deputy Chief Executive Officer
Brianna Tesoriero, LMSW
Brianna Tesoriero, LMSW, is the Deputy Chief Executive Officer at Self-Initiated Living Options, Inc. (SILO), where she oversees program operations and ensures quality assurance across the agency. Since joining SILO in February 2020, Brianna has held several impactful roles, beginning as a Specialist for NY Connects before being promoted to Director of the New York State Department of Health (NYSDOH) Nursing Home Transition and Diversion (NHTD) Medicaid Waiver program.
In 2021, she earned her Master’s degree in Social Work with a clinical concentration from the University of New England and subsequently obtained her licensure as a Master Social Worker. Passionate about empowering individuals, Brianna believes that meaningful change occurs when people are supported and guided to recognize their own strengths and self-worth, allowing them to lead fulfilling and independent lives.
Outside of work, Brianna cherishes quality time with her family. Traveling is one of her greatest joys, providing opportunities to explore new places and create lasting memories with her loved ones.

Assistant to the Chief Executive Officer
Brian McIlvain
Brian McIlvain started at Self-Initiated Living Options, Inc. (SILO) in 2013. The majority of his professional career includes assisting families with the review and development of documentation to support a transmittal form for eligibility determination for the Office of People with Developmental Disabilities – OPWDD and an application for Supplemental Security Income with Social Security Administration while coordinating job coaching & benefits advisement services with the Office of Adult Career and Continuing Education Services – Vocational Rehabilitation (ACCES-VR). Brian feels very fortunate to have collaborated with perhaps thousands of families and colleagues representing school districts and adult agencies for the past forty plus years. Brian is a proud graduate of SUNY Oswego – Bachelor of Science Industrial Technology, Millersville University – Master of Education Industrial Technology, Dowling College – Professional Diploma in School District Education and Cornell University, School of Industrial & Labor Relations – Program on Employment & Disability Training.

Chief Community Engagement Officer
Laurie Delgado
Laurie started her "third career," as she calls it, as a volunteer at Self-Initiated Living Options, Inc. (SILO). Her first career entailed raising her son, Bill. She was a class mother during his years in elementary school, a baseball coach during his little league years and a driver during his high school years. Driving him to all those games, sporting events and teenage social functions. Her second career as an educator, entailed working as school secretary, para educator and teacher. She left education to join her husband, Joe, at SILO. Laurie's volunteer work prepared her to work as an Outreach Specialist for the newly formed NY Connects program at SILO. She then became a Coordinator of Special Projects, a Director of Community Engagement and Partnerships, and now holds the title of Chief Community Engagement Officer. Laurie is responsible for the organizing, planning and implementation of all aspects of SILO events, such as the ADA celebration, SILO conferences and any workshops made available to the public. She is charged with connecting SILO with government offices and community leaders. She is also responsible for any other initiative that involves developing partnerships with businesses, community agencies, houses of faith and professional organizations.

Director of Human Resources
Karina Renaldo
Karina Renaldo started as an Intern in 2018, she interned with the Human Resources department at SILO while obtaining her Bachelor’s Degree in Business Management from Farmingdale State College. She graduated from Farmingdale State College in 2018. The same day she finished her last final at Farmingdale State College, she began her career at SILO as the Administrative Assistant for the NHTD Waiver Program. Karina was promoted to a Regional Resource Development Specialist in 2019 for the NHTD Waiver Program, where she reviewed service plans for all the participants in the Long Island Region. In 2022, she was promoted to the Billing Supervisor for SILO. In 2023, Karina was promoted to Finance Manager, where she was responsible for accounts payable, tracking grant expenditures, purchasing, billing, and reporting to the state. Karina is actively working on obtaining her Master’s Degree from St. Joseph’s University in Human Resources Management. In 2024, Karina was promoted to Director of Human Resources. She aims to promote and maintain a positive organizational culture, implement training and development programs to help employees grow professionally, and ensure compliance with labor laws and regulations.

Finance Manager
Kathryn Celentano
Kathryn began her career at SILO March of 2020 in the Regional Resource Development Center as the Administrative Assistant for the TBI Waiver. Soon after, she was promoted to a Regional Resource Development Specialist and held that position until 2023 when she then began working as a Transition Specialist in the Open Doors program. Kathryn has since been promoted to Coordinator for the Education and Transition Group. This team of professionals provide a variety of services for Office of Adult Career and Continuing Education Services – Vocational Rehabilitation (ACCES-VR). Kathryn will facilitate the planning and billing process for the Education and Transition Group. Kathryn attended Nassau Community College for Liberal Arts & Sciences. During her time at the college, it shaped her worldview, ethics, and values providing a platform for self-discovery and lifelong learning.

Director of Information Technology
Fernando Bunay
Fernando Bunay is a Telecommunications Engineer and has been with Self-Initiated Living Options, Inc. (SILO) since April 2023, starting as an IT Technician in the Administration Department, prior to being promoted to IT Coordinator in October 2023. Fernando believes that hard work and commitment pays off, which is why he is being promoted to Director of IT as of October 1st, 2024.
Fernando came to the United States from Ecuador in November 2021. He has worked in the IT field for more than 13 years prior, where he got all his experience. Fernando is responsible for all IT related inquiries for the cooperation, Self-Initiated Living Options, Inc., which includes Building 10, the Administration wing, and the Independent Living Center. He is also responsible for the Counseling Center Pathway to Wellness in Building 2 and the TRAID Resource room in Building 8.
Fernando ensures every day that the organization can complete their daily tasks, checking all services such as Internet, printers, phone, access to the buildings, and clock in systems are up and running. He is aware of and in charge of the whole infrastructure for the corporation.
He is willing to help with any IT related issue, likes new challenges, and gives the best of himself every day. When Fernando is not working, he loves spending time with his family.

Coordinator of the Communications Office
Kaitlyn Fedziuk
Kaitlyn Fedziuk began working at Self-Initiated Living Options, Inc. (SILO) in January of 2024 as a Housing Specialist for the Rapid Transition Housing Program. In August of 2025, she was promoted to Coordinator of the Communications Office. Her responsibilities include updating and maintaining the social media pages, email marketing, grant writing, and community outreach. She ensures that all communications and marketing material aligns with SILO standards. Kaitlyn has a bachelor’s degree in psychology from Bloomsburg University of Pennsylvania. She has experience developing social media pages on all platforms. She also has experience working in secure treatment facilities, as she completed an internship at North Central Secure Treatment Unit in Fall of 2022.
Administrative Support

Lead Administrative Assistant
Martha Cantos
Martha started at Open Doors Department in 2023 as the Administrative Assistant, and soon after as the Lead Administrative Assistant for the Administration Department at SILO.
She has previously provided administrative support in social services and educational settings as well as in real estate.
Martha enjoys supporting SILO’s important work to ensure that all clients are well supported and receive the services that they need.
